Georgetown Law Professor Peter Edelman has dedicated half a century to advocating for the poor, including famously resigning from the Clinton administration over Welfare reform in 1996. His new book, "Not a Crime to Be Poor: The Criminalization of Povery in America," makes the case that our criminal justice system --  with fines, money bail, license suspension and numerous other ways -- punishes the poor.
