The Greater Cleveland Regional Transit Authority has cut routes and raised fares, all while ridership continues to fall. Transit advocates call it the 鈥渄eath spiral.鈥� Jarrett Walker, the consultant hired to help RTA redesign bus routes, said the service is 鈥渟tretched incredibly thin.鈥� 鈥淚t isn鈥檛 really able to be very satisfactory to much of anyone,鈥� Walker said, 鈥渂ecause it is simply being asked to do too many things with too small a budget.鈥�
